Financing Education in Minnesota

The nonpartisan House Fiscal Analysis Department has posted the updated Financing Education in Minnesota publication to its website:

This 60 page booklet reflects education funding formulas in effect for the 2011-12 school year, and includes information on K-12 as well as early childhood and community education programs. The booklet contains examples that help to explain our elementary, secondary and community education funding formulas.  The general education funding program is described on pages 9-31.  Formulas for K 12 categorical revenues are described on pages 32-42.  Formulas for early childhood and community education categorical programs can be found on pages 43-51.  Descriptions and examples of property tax calculations are on pages 52-55.  The final five pages of the booklet show the major sources of revenue for school districts, state-collected taxes and locally collected property taxes, and include a brief discussion of the school aid payment and property tax recognition shifts.
